POSITION SUMMARY :

Position responsible for assisting the Parking Enforcement Supervisor in the supervision and management of the Parking Enforcement Officers. Performing a variety of administrative and management supportive functions. Specific duties would include, but not be limited to: working various shifts, route area coverage assignments, radio dispatch, vehicle allocation, and hand-held computer usage. The largest portion of time will be allocated to monitoring and evaluating enforcement duties in the field. This is a middle management position, requiring both the supervision of others and the ability to take direction from the immediate supervisor.

MAJOR RESPONSIBILITIES AND DUTIES :

  • Monitor and evaluate field activities of Parking Enforcement Officers (PEO).
  • Meet with the PEO’s in the field to assist with problems or issues that may arise.
  • Ability to work a variety of shifts when required or needed.
  • Check PEO’s in the field to ensure they are in their assigned areas and are dressed in proper uniforms.
  • Beginning of shift – obtain test ticket from each PEO to ensure the accuracy of the computer settings.
  • End of shift make sure that all hand-held computers are intact and placed properly in their cradles and display proper screen for downloading the tickets, ensure that all printers are plugged in and begin downloading the tickets.
  • Supervise and manage the day-to-day activities of the parking enforcement division.
  • Training of all new employees.
  • Suggest, develop and initiate the implementation of policies and procedures.
  • Research and resolve parking ticket issues.
  • Review and evaluate daily reports from the parking enforcement officers.
  • Monitor the issuance of parking enforcement tickets.
  • Make sure that all PEO’s are dressed in their proper uniforms.
  • Answer the telephone and relay staff calls in addition to answering inquiries of a non-technical nature.
  • Investigate and document all complaints from the public both by phone and through written correspondence.
  • Record and maintain files of time and attendance of parking enforcement officers.
  • Recommend and take appropriate disciplinary action.
  • Perform weekly car inspections.
  • May perform activities, functions tasks and duties as assigned or required.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES :

  • Extensive knowledge of Pennsylvania State Motor Vehicle Code parking regulations.
  • Considerable knowledge of the geography of Pittsburgh.
  • Knowledge of management techniques.
  • Skilled in the operation of a keyboard, computer, photocopier and fax machine.
  • Knowledge of PPA policies, procedures and applicable laws and ordinances preferred but not required.
  • Ability to maintain confidentiality.
  • Ability to discipline employees fairly and consistently.
  • Ability to be courteous and remain tactful in stressful situations with customers.
  • Ability to communicate effectively both written and verbally.
  • Ability to exercise initiative and sound judgment and to react with discretion under varying conditions.
  • Professional demeanor.

EDUCATION AND WORK EXPERIENCE REQUIREMENTS :

High school diploma or GED equivalent. An Associate Degree preferred. Two years’ experience supervising employees in field operations. Two years of full-time parking enforcement, law enforcement and/or court experience a plus. Two years’ experience operating a personal computer (e.g., Microsoft Office Suite, etc.).

BACKGROUND CHECK :

Must successfully complete a background/mvr check. A pre-hire drug test screening may be conducted.

SPECIAL CERTIFICATES and LICENSES:

Must possess and maintain a current and valid Class C (or Class 1) Pennsylvania Motor Vehicle Operator’s Drivers License throughout employment.

OTHER:

Must be a bona fide resident of Allegheny County or must be willing to establish and maintain residency within Allegheny County within six (6) months after the hire date.
